Mutual Self Help Housing Program
Starting in 2003, the non-profit predecessor, the Regional Affordable Living Foundation (RALF) submitted a grant proposal to the USDA – Rural Development to build 21 homes. After the establishment of the housing authority, the program was transferred to the Yampa Valley Housing Authority for oversight. The program involves giving potential homeowners the chance to build their own with their own hands. Locally, the program was called Hands on Housing. Groups of homeowners provided the labor to build their own homes by working together. The program funding allowed for an on-site construction supervisor, program manager, and a family coordinator. The families were to provide a minimum number of hours per week to fulfill their requirement of participation until construction came to a close. Seven homes were built in West End Village in Steamboat Springs, six on Grandview Avenue in Oak Creek and 8 in the Sagewood subdivision in Hayden, Colorado. Following the conclusion of construction of the final six homes in Oak Creek, the decision to discontinue the project for the time being was made by the YVHA Board of Directors.
Fox Creek Village Condominiums
This condominium complex project was developed by the Yampa Valley Housing Authority and sits on Hilltop Parkway with convenient access to public transportation, the core trail, shops and restaurants, and the Yampa River. The 30 units are all 2 bedroom and 2 bathrooms with approximately 1100 square feet of living space. To keep these units affordable into the future, deed restrictions have been added that are targeted to two different Area Median Income categories, 80% AMI and 120% AMI. Twenty units are tied to the 80% AMI and ten units are targeted to the 120%, both have slightly different restrictions placed upon them. The project was completed in September of 2006, fully sold in April, 2007.
West End Village
Originally developed by the Regional Affordable Living Foundation and Tony Connell of Connell Resources, West End Village is a subdivision on the west side of Steamboat Springs targeted to families. This mixed market neighborhood has townhomes, duplexes and single family homes, mixing permanently affordable homes with open market homes. These deed restricted homes are targeted to families making less than 120% of the Area Median Income for Routt County. The conceptual style of the neighborhood employs a neo-victorian approach with garages off alleys and front porches on the homes to foster community and engagement by neighbors. The neighborhood has a park with playground equipment and an open field for field games.
